Change to .NET 4 Framework

Just a heads up to everyone that NetGore will now be using the .NET 4 Framework. Another important thing to take into consideration is that only the editor projects and the tests project requires the full framework - the rest just use the client profile. So when you distribute your client, the user only needs to have the .NET 4.0 Framework Client Profile. Its only a few MB smaller than the full framework (28.8 MB instead of 35.3 MB), but it is what is distributed by default over Windows Update and people are far more likely to have the Client Profile already than the full framework.

Hopefully this will help people get past the whole thing about having to download .NET

No one has complained yet over at the SVO forums so I'm guessing it's not much of a concern.

Well, C# 4.0 has new features, so maybe developers would be a tid bit excited. Not a huge deal though.
